Access to Medicines - Benefits of Compulsory License Granting Compulsory License (CL) is one of the Flexibilities provided under the TRIPS Agreement. By issuing CL, the governments can aim at increasing competition and reducing the price of patented medicines, thereby increasing access to these medicines. A number of countries such as Malaysia have used this flexibility successfully and ensured that patented medicines are accessible to patients at affordable costs.
