CLARIFICATION: I am not saying that non-native English speakers or people without a university degree can't be effective English teachers. You can work hard to develop a very close-to-native English accent and still do a great job teaching. And you don't need a piece of paper from a university saying that now you're automatically more capable to do certain jobs. Good teachers are good teachers. But I know that some English centers that are known to bend the rules regarding these requirements have been known to be poorly managed, and turn out to be not an efficient use of the teachers' OR the students' time. And I don't wish that kind of poor teaching experience on anyone.
