Why does India's weather agency often get its forecasts wrong?

The Indian Meteorological Department sometimes makes very accurate forecasts but sometimes get it completely wrong. For example, 2019 winter was supposed to warmer than normal, but it is the coldest in 118 years. Why does the IMD get it so wrong?
